There are a few potential causes. Here are the most common causes:

Dirty filters: Filters may be blocked with dust. This reduces the airflow and effective cooling. For mural units they can be washed. Replace for central systems. To improve performance, they should be inspected every month. 

Frozen evaporator: The evaporator coil (indoor unit) absorbs the heat from your home. If you see ice on your evaporator, interestingly, dirty air filters can be the cause or a lack of refrigerant.

Condenser: The condenser (outdoor unit) is responsible for discharging the hot air your system removes from your home. Check to see if it is free of dust, obstructions or pollen.

Maintenance: Over the years of use, the ventilator in the evaporator becomes clogged with dust and mold. This will cause the “blower” to pick up less air, hence, cool less air. The unit will lose its efficiency.

If your air conditioner or heat pump does not turn on, this does not necessarily mean there is an issue with the unit itself. It may be related to lack of power from the electrical panel in your  home. Check that the breaker is on. Also, it is important to have brand new batteries in the remote control. Every unit has an emergency button located on the indoor unit.
Throughout the years of use, an air conditioner will become dirty. Although these systems have filters, dust particles will find a way to infiltrate the system. This dust can be mold, which will release a foul smell and possibly dust from the unit.  The best way to avoid this, is to have the system cleaned every 3-4 years. This will promote proper and clean air flow.
If your indoor unit is leaking water, spitting or spraying water, this is not normal. There are several reasons why this may be occurring.

Heat pumps will forcefully perform a defrost cycle within time or by temperature when operating in cold weather in heat mode. The defrost cycle removes frost build up on the condenser unit (outdoor unit). In defrost mode the heat pump will stop heating for a few minutes.  Once complete, the unit will fall back into heating mode.
All the units have a decibel rating between 40db-60db. Every manufacturer insists on creating the quietest unit possible. They understand they need to meet city requirements.
